You're right about Osborne, but overall WDW is a little diluted out for Christmas and just doesn't do much for Halloween. If you added up all the decorations, there might be more, but MK only bothers to decorate Main Street and now the castle. there isn't much of anything in the other lands...

Steve, there are almost no restrictions, in fact this is the one tour where it is incouraged! I have lots of great pictures from the "other side" of living with the land. While you can make reservations for this tour, it is easy to make arrangements at the walk up desk to the left of Soarin'...

It is quite a hike to the Epcot monorail station to get to the hotel, plus, depending on when dinner is finished, Epcot may be closed, not allowing you to cut through. Easiest way is if you had a car, but otherwise, yes, take a bus to MK, then monorail to resort. If you are pressed for time...
