Magic bands and fast pass+

FP+ is free for all Guests, not just on-site hotel guests. The only difference is that Disney hotel guests get a 60-day booking window, off-site guests get a 30-day window.
Magic Bands are not required for FP+. They're just a convenience factor. Disney hotel guests get them free, off-site guests can buy them for ~$13. But you can use a Band or your park ticket at the park entry and FP+ entry points.
